Emergency community governance
Roles, transparent decisions, stock controls and reviewable authority.
Critical caution: Never use deprivation, collective punishment, forced labour or denial of medical care as control.
- Time
- 60-minute setup
- Difficulty
- Moderate
- Outcome
- Create temporary authority that is useful, transparent and replaceable
Survival lens: Hudson’s goal discipline scales to a community: short objectives, visible effort and credible hope. Gehring’s self-reliance requires shared maintenance, not a heroic individual.
Before you begin
- Invite affected households
- Identify urgent safeguarding concerns
- State that roles are temporary
What you need
- Whiteboard or paper
- Registers and stock sheets
- Task board
- Private complaint forms
- Meeting schedule
Step-by-step procedure
- Build a common picture. Record people, urgent needs, hazards, water, food, shelter, skills and missing information. Obtain consent for personal details.
- Set the next operational period. Choose no more than five outcomes for the next 12 or 24 hours. Assign owner, support, resources and deadline.
- Create functional roles. Coordinate water/sanitation, health, food, shelter/energy, communications, welfare/protection and maintenance. Name deputies.
- Control scarce resources. Count with two people, publish totals and allocation criteria, and record every distribution.
- Protect legitimacy. Set meeting times, role expiry, conflict declarations, complaint route and appeal. Do not allow emergency authority to become permanent by default.
- Learn every day. Hold a short review: what happened, what failed, what changed and what needs escalation. Archive the record.
How to check it is working
- Each priority has one accountable owner
- Roles and review dates are visible
- Stock movement is recorded
- Vulnerable people have named support
Common mistakes
- Creating committees before toilets and water
- Letting expertise become unchecked authority
- Holding long meetings during urgent work
- Publishing private diagnoses
